Import Requirements
1 Admissible Plant Parts: Fruit
2 Admissible Ports: Ports as Specified in the Import Requirements
3 Import Permit Required: NOTICE: program phytosanitary requirements designed for this commodity to meet U.S. entry requirements have not been met. Therefore, import permits will not be issued at this time.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Production Location: If the consignment originates from the regions of Luzon, Visayas, or Mindanao, or the province of Guimaras, then it must be treated for Bactrocera spp. fruit flies. These regions are free from the mango seed weevil (Sternochetus mangiferae) and the mango pulp weevil (Sternochetus frigidus).
  6.1 Condition of Entry Treatment: T106-d-1 (Vapor Heat) , or T105-a-1 (Irradiation) Consignments must be treated at an APHIS-approved facility.
  6.2 Preclearance Program: Mandatory Preclearance: Consignments must be precleared. To validate foreign site preclearance inspection and/or treatment, precleared consignments must be accompanied by a signed PPQ Form 203.
  6.3 Phytosanitary Certificate: Consignments must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of the Philippines with two additional declarations stating:
  • The mangoes were treated for fruit flies of the genus Bactrocera in accordance with 7 CFR Part 305.
  • The mangoes were grown in an area the Administrator has determined to be free of mango seed weevil and mango pulp weevil.
  6.4 Packaging or Labeling Requirements: If the consignment has been treated with vapor heat, then boxes must be marked with "Vapor heat treated under USDA-APHIS supervision."
  6.5 Packaging or Labeling Requirements: Commodities irradiated in the country of origin must meet the following labeling and packaging requirements:

Boxes or cartons must be marked with:

  • Production Unit Code (PUC)
  • Treatment Facility Code (TFC)
  • Packinghouse Code (PHC)
  • Packing date
  • Lot number
  • A stamp with the words "Treated by irradiation" or "Treated with radiation"
  • The international radura symbol

If the boxes or cartons are not palletized, they must also include:

  • Treatment Facility Code (TFC)
  • Treatment Identification Number (TIN)
  • Treatment date

If the boxes or cartons are palletized, the pallets need to display only:

  • Treatment Facility Code (TFC)
  • Treatment Identification Number (TIN)
  • Treatment date

The palletized boxes or cartons must be wrapped with polyethylene shrink wrap, net wrapping, or strapping (excluding air shipments.) If air shipments are not palletized, cartons must be pest proof, and the shipment can be broken down into smaller shipping units, such as LD-3 air cargo containers.

7 Production Location: If the consignment originates from the island of Palawan, then it must be treated for Bactrocera spp. fruit flies and the mango pulp weevil (Sternochetus frigidus) using T105-a-4 (irradiation). The island is free from the mango seed weevil (Sternochetus mangiferae).

Consignments treated with T105-a-4 are admissible into Hawaii and Guam, in addition to all other US ports.
  8.1 Phytosanitary Certificate: Consignments must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of the Philippines with an additional declaration stating:
  • The mangoes have been treated for fruit flies of the genus Bactrocera in accordance with 7 CFR Part 305.
  8.2 Condition of Entry Treatment: T105-a-4 (Irradiation) Must be precleared and irradiated with the specified treatment in compliance with 7 CFR 305.9 in the country of origin.
  8.3 Preclearance Program: Mandatory Preclearance: Consignments must be precleared. To validate foreign site preclearance inspection and/or treatment, precleared consignments must be accompanied by a signed PPQ Form 203.
  8.4 Packaging or Labeling Requirements: Commodities irradiated in the country of origin must meet the following labeling and packaging requirements:

Additional Requirements
13 Mangoes from areas of the Philippines that are not free of mango seed weevil or that are not treated for mango seed weevil are eligible for importation into Hawaii and Guam only.

Trust fund agreement

Mangoes that are treated or inspected in the Philippines may be imported into the United States only if the National Plant Protection Organization (NPPO) of the Philippines has entered into a trust fund agreement with APHIS in accordance with 7 CFR § 319.56-6.
