Fragrant Pear (Fruit) from China into All Ports
The CIR contains current import regulation information for the selected Commodity Import (a specific commodity approved from a designated country, or region, into one or more designated ports). Import Requirements

3 Import Permit Required: An Import Permit is required. To obtain a permit, go to APHIS eFile.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Production Location: Fragrant pear is only admissible from the Akesu or Korla regions of Xinjiang Province. Fragrant pears must have been grown in approved orchards and packinghouses. 7 Phytosanitary Certificate: Consignments must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of China with the additional declaration stating all fruit in the consignment complies with the bilateral workplan for the exportation of fragrant pears (Pyrus sinkiangensis) from the People's Republic of China. Verify the phytosanitary certificate attests to a place of origin.
8 Packaging or Labeling Requirements: Each shipping box must be marked with the identity of the packing facility and grower to ensure trace back.

Origin, growing, and harvest conditions

All propagative material introduced into a registered production site must be certified free of the pests listed in this section by the National Plant Protection Organization (NPPO) of China.

Within 30 days prior to harvest, the NPPO of China or officials authorized by the NPPO of China must inspect the registered production site for signs of pest infestation and allow APHIS to monitor the inspections. The NPPO of China must provide APHIS with information on pest detections and pest detection practices, and APHIS must approve the pest detection practices.

If any of the quarantine pests listed in this section are found during the preharvest inspection or at any other time, the NPPO of China must notify APHIS immediately. Pests of quarantine concern are: Eulecanium circumfluum and Euzophera pyriella.

If any of these pests is detected in more than one registered production site, APHIS may prohibit the importation into the United States of fragrant pears from China until an investigation is conducted and APHIS and the NPPO of China agree appropriate remedial action has been taken.

After harvest, the NPPO of China or officials authorized by the NPPO of China must inspect the pears for signs of pest infestation and allow APHIS to monitor the inspections.

Packing requirements

The fragrant pears must be packed in cartons that are labeled in accordance with § 319.56-5(e).

The fragrant pears must be held in a cold storage facility while awaiting export. If fruit from unregistered production sites are stored in the same facility, the fragrant pears must be isolated from that other fruit.

Shipping requirements

The fragrant pears must be shipped in insect-proof containers and all pears must be safeguarded during transport to the United States in a manner that will prevent pest infestation.

The fragrant pears may be imported only under a permit issued by APHIS in accordance with § 319.56-3(b).
