Commodity Import Report (CIR)

2 Admissible Ports: Ports as Specified in the Import Requirements
3 Import Permit Required: An Import Permit is required. To obtain a permit, go to APHIS eFile.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Federal Order: Federal Order DA-2019-28 [https://www.aphis.usda.gov/import_export/plants/plant_imports/federal_order/downloads/2019/DA-2019-28.pdf], effective November 22, 2019, has updated the import requirements to restrict shipments to commercial consignments only.
7 Admissible Ports: All Ports EXCEPT Hawaii
  7.1 Phytosanitary Certificate: All consignments must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of the country of origin declaring the consignment was grown in registered greenhouses as authorized under 7 CFR 319.56-4.
8 Admissible Ports: Hawaii
  8.1 Phytosanitary Certificate: Require a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of the country of origin with additional declarations stating:

• The peppers were grown in greenhouses in accordance with the conditions authorized under 7 CFR 319.56-4; and
• The commodity was grown in an area free of the redlegged earth mite, Halotydeus destructor (Tucker). If the phytosanitary certificate is missing or does not indicate the commodity was grown in an area free of the redlegged earth mite, REFUSE ENTRY.

Additional Requirements

Peppers (fruit) (Capsicum spp.) from New Zealand may be imported into the United States only in accordance with this section and all other applicable provisions of this section.

The peppers must be grown in New Zealand in insect-proof greenhouses approved by the National Plant Protection Organization (NPPO) of New Zealand.

The greenhouses must be equipped with double self-closing doors, and any vents or openings in the greenhouses (other than the double self-closing doors) must be covered with 0.6 mm screening in order to prevent the entry of pests into the greenhouse.

The greenhouses must be examined periodically by the NPPO of New Zealand to ensure the screens are intact.
