Mango (Fruit) from Australia into Ports as Specified in the Import Requirements
The CIR contains current import regulation information for the selected Commodity Import (a specific commodity approved from a designated country, or region, into one or more designated ports). A flag ( Access Restricted to APHIS/CBP ) indicates information that is intended for and available to an APHIS/CBP audience only.

Import Requirements
1 Admissible Plant Parts: Fruit
2 Admissible Ports: Ports as Specified in the Import Requirements
3 Import Permit Required: An Import Permit is required. To obtain a permit, go to APHIS eFile.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Condition of Entry Treatment: T105-a-3 (Irradiation) Consignments must be irradiated in compliance with 7 CFR 305.9 in the country of origin.
7 Phytosanitary Certificate: Consignments must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of the country of origin with additional declarations stating:

  Consignment was inspected and found free of Cytosphaera mangiferae, Lasiodiplodia pseudotheobromae, Neofusicoccum mangiferae, Neoscytalidium novaehollandiae, Phomopsis mangiferaePseudofusicoccum adansoniae, and Xanthomonas campestris pv. mangiferaeindicae; and
  Consignment was subjected to one of the pre- or post-harvest mitigation options as described in 7 CFR 319.56-4.
 
The phytosanitary certificate must also indicate the consignment was treated with irradiation.
8 Packaging or Labeling Requirements: Commodities irradiated in the country of origin must meet the following labeling and packaging requirements. Boxes or cartons must be marked with:

•  Production Unit Code (PUC)
•  Treatment Facility Code (TFC)
•  Packinghouse Code (PHC)
•  Packing date
•  Lot number
•  Stamp with the words "Treated by irradiation" or "Treated with radiation"
•  International radura symbol
•  Treatment Identification Number (TIN)

The palletized boxes or cartons must be wrapped with polyethylene shrink wrap, net wrapping, or strapping (excluding air shipments). If air shipments are not palletized, cartons must be pest proof, and the shipment can be broken down into smaller shipping units, such as LD-3 air cargo containers.
9 Port Restriction: Do not import or distribute into or within Hawaii, Puerto Rico, or any U.S. territory.
10 Pest Mitigation Strategy: Consignments must satisfy only one of the mitigation strategy options listed below.
11 Pest Mitigation Strategy: Option 1
  11.1 Admissible Ports: Continental U.S. Ports
  11.2 Preclearance Program: Mandatory Preclearance: Consignments must be precleared. To validate foreign site preclearance inspection and/or treatment, precleared consignments must be accompanied by a signed PPQ Form 203.
  11.3 Other: This option is not in operation at this time.
12 Pest Mitigation Strategy: Option 2
  12.1 Pest Mitigation Strategy: Australian Mango Pilot Program
  12.2 Admissible Ports: at this time, air shipments are admissible only into:
 
•  San Francisco International Airport (SFO);
•  Dallas Fort Worth International Airport (DFW);
•  John F. Kennedy International Airport (JFK); or
•  Los Angeles International Airport (LAX).

Maritime shipments are admissible only into the port of Long Beach, CA.

Additional Requirements
16 The mangoes must be treated by irradiation for the mango seed weevil (Sternochetus mangiferae) and fruit flies of the family Tephritidae in accordance with 7 CFR Part 305.

The risks presented by Cytosphaera mangiferae must be addressed in one of the following ways:

•  Mangoes are treated with a broad-spectrum, post-harvest fungicidal dip;
•  Mangoes originate from an orchard that was inspected prior to the beginning of harvest during the growing seasons and the orchard was found free of C. mangiferae; or
•  Mangoes originate from an orchard that was treated with a broad-spectrum fungicide during the growing season and was inspected prior to harvest and the mangoes are found free of C. mangiferae.

If the fruit is treated with irradiation outside the United States, each consignment of fruit must be inspected jointly by APHIS and the National Plant Protection Organization (NPPO) of Australia, and be accompanied by the phytosanitary certificate certifying the fruit was treated with irradiation in accordance with 7 CFR Part 305.
