Commodity Import Report (CIR)

The CIR contains current import regulation information for the selected Commodity Import (a specific commodity approved from a designated country, or region, into one or more designated ports). A flag ( Access Restricted to APHIS/CBP ) indicates information that is intended for and available to an APHIS/CBP audience only.

Import Requirements
1 Admissible Plant Parts: Cluster of fruit, Fruit
2 Admissible Ports: Ports as Specified on Import Permit: at this time, air shipments are admissible only into:
 
•  San Francisco International Airport (SFO);
•  Dallas Fort Worth International Airport (DFW);
•  John F. Kennedy International Airport (JFK); or
•  Los Angeles International Airport (LAX).

Maritime shipments are admissible only into the port of Long Beach, CA.
3 Import Permit Required: An Import Permit is required. To obtain a permit, go to APHIS eFile.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Port Restriction: Do not import or distribute into or within Florida, Hawaii, Puerto Rico, or any U.S. territory.
7 Condition of Entry Treatment: T105-a-2 (Irradiation) Consignments must be irradiated in compliance with 7 CFR 305.9 in the country of origin.
8 Packaging or Labeling Requirements: Cartons/boxes must be stamped with language indicating the contents are not for importation into or distribution within FL.
9 Pest Mitigation Strategy: Consignments must satisfy only one of the mitigation strategy options listed below.
10 Pest Mitigation Strategy: Option 1
  10.1 Pest Mitigation Strategy: Irradiated in the country of origin
  10.2 Phytosanitary Certificate: Phytosanitary certificate must certify the fruit received the required irradiation treatment prior to shipment.
11 Pest Mitigation Strategy: Option 2
  11.1 Pest Mitigation Strategy: Irradiated at first port of arrival
  11.2 Condition of Entry Treatment: A bilateral agreement between APHIS and the National Plant Protection Organization (NPPO) of the exporting country is required before irradiation in the U.S. is an approved option. The NPPO must make a formal request to APHIS for this option. Contact the NPPO at: https://www.ippc.int/en/countries/all/contactpoints/.
  11.3 Phytosanitary Certificate: A phytosanitary certificate is required.

Additional Requirements
15 The litchi must be treated for plant pests of the class Insecta, except pupae and adults of the order Lepidoptera, with irradiation in accordance with 7 CFR Part 305.9. Treatment may be conducted either prior to or upon arrival of the fruits into the United States.
