CITES articles must be cleared at a designated port. If the article is not entering a designated port, have the importer reroute the article to a designated port. The articles must also be accompanied by valid CITES documentation. If you are in the business of importing, exporting, or reexporting CITES- or ESA-regulated articles, USDA regulation 7 CFR 355 requires you to possess a valid USDA Protected Plant Permit. Shipping and handling charges are to be borne by the importer. If the movement to a designated port is unacceptable, contact your District Field Office who will contact a PPQ Regional Botanist or CITES Specialist to see whether reexport is an option. If appropriate, safeguard the consignment.
