Commodity Import Report (CIR)

Ya Pear (Fruit) from China into All Ports
The CIR contains current import regulation information for the selected Commodity Import (a specific commodity approved from a designated country, or region, into one or more designated ports). A flag ( Access Restricted to APHIS/CBP ) indicates information that is intended for and available to an APHIS/CBP audience only.

Import Requirements
1 Admissible Plant Parts: Fruit
2 Admissible Ports: All Ports
3 Import Permit Required: An Import Permit is required. To obtain a permit, go to APHIS eFile.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Production Location: Ya pears are only admissible from the Hebei or Shandong Provinces.
7 Phytosanitary Certificate: All consignments of Ya pears destined to the United States must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of China with an additional declaration stating all fruit described in this consignment has been grown in accordance with conditions authorized under 7 CFR 319.56-4. The additional declaration space on the certificate must show the container's seal number and identify the name of the packinghouse and the Province of origin of the fruits for each consignment. Ya pears must have been grown in approved orchards and must have been packed in approved packinghouses (www.aphis.usda.gov/import_export/plants/manuals/ports/downloads/approved_packing_houses_yapear_china.pdf). Each box of Ya pears must be clearly labeled with the following:
  • Name of the product (Ya pear);
  • Grower lot number;
  • Packinghouse number; and
  • Official seal (may be taped, handstamped, or printed on the box).

8 If, after inspection, a potential quarantine pest is found, submit the specimen(s) to PPQ for identification along with a copy of the phytosanitary certificate and the PPQ Form 309: Pest Interception Record. restricted image

Additional Requirements
11 Growing and harvest conditions

The pears must have been grown by growers registered with the National Plant Protection Organization (NPPO) of China in an APHIS-approved export growing area in the Hebei or Shandong Provinces.

Field inspections for signs of pest infestation must be conducted by the NPPO of China during the growing season.

The registered growers shall be responsible for following the phytosanitary measures agreed upon by APHIS and the NPPO of China, including applying pesticides to reduce the pest population and bagging the pears on the trees to reduce the opportunity for pests to attack the fruit during the growing season. The bags must remain on the pears through the harvest and during their movement to the packinghouse.

The packinghouses in which the pears are prepared for exportation shall not be used for any fruit other than Ya variety pears from registered growers during the pear export season. The packinghouses shall accept only those pears that are in intact bags as required by this section. The pears must be loaded into containers at the packinghouse and the containers then sealed before movement to the port of export.
