If the consignment arrives with roots, it must be accompanied by a phytosanitary certificate of inspection issued by the National Plant Protection Organization (NPPO) of the Republic of Korea stating the consignment was grown in a pest-free place of production for the quarantine nematodes Hemicycliophora koreana, Paratylenchus pandus, Rotylenchus orientalis, and Rotylenchus pini, is free from soil, and imported in accordance with the requirements authorized under 7 CFR 319.56-4.
