Import Requirements
1 Admissible Plant Parts: Fruit, stem, calyx, and vine, as specified
2 Admissible Ports: North Atlantic (NA)
3 Import Permit Required: NOTICE: program phytosanitary requirements designed for this commodity to meet U.S. entry requirements have not been met. Therefore, import permits will not be issued at this time.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Production Location: Not permitted from Northern Ireland, the Isle of Man, or Shetland Islands
7 Federal Order: Tomatoes are not authorized entry into the U.S. because program phytosanitary requirements listed in Federal Order DA-2019-18 [https://www.aphis.usda.gov/import_export/plants/plant_imports/federal_order/downloads/2019/DA-2019-18.pdf], issued August 1, 2019, effective August 16, 2019, to meet U.S. entry requirements have not been met. Upon USDA authorization, consignments must be accompanied by a phytosanitary certificate with an additional declaration stating tomato fruit in the consignment was produced in accordance with an APHIS-approved systems approach and was visually inspected and found free of Tuta absoluta.
8 Pest Mitigation Strategy: Consignments must satisfy only one of the mitigation strategy options listed below.
9 Pest Mitigation Strategy: Option 1
  9.1 Pest Mitigation Strategy: Pest-free area
  9.2 Admissible Plant Parts: Calyx, Fruit, Stem, Vine
  9.3 Phytosanitary Certificate: Phytosanitary certificate of inspection issued by the National Plant Protection Organization (NPPO) of the country of origin and bearing an additional declaration verifying the tomato fruit was produced in an area free of Tuta absoluta that meets the requirements of 7 CFR 319.56-5.
10 Pest Mitigation Strategy: Option 2
  10.1 Pest Mitigation Strategy: Systems approach
  10.2 Admissible Plant Parts: Fruit only, without calyces, stems, or vines
  10.3 Phytosanitary Certificate: Consignments must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of the country of origin.

 •  Phytosanitary certificate of inspection issued by the National Plant Protection Organization (NPPO) of the country or origin with an additional declaration stating tomato fruit in the consignment was produced and prepared for export in accordance with the APHIS-approved systems approach and was inspected and found free of Tuta absoluta
OR
 •  Reexport phytosanitary certificate accompanied by a copy of the phytosanitary certificate from the country of origin with an additional declaration stating tomato fruit in the consignment was produced and prepared for export in accordance with an APHIS-approved systems approach and was inspected and found free of Tuta absoluta
11 Pest Mitigation Strategy: Option 3
  11.1 Pest Mitigation Strategy: Preclearance
  11.2 Admissible Plant Parts: Calyx, Fruit, Stem, Vine
  11.3 Preclearance Program: Mandatory Preclearance: Consignments must be precleared. To validate foreign site preclearance inspection and/or treatment, precleared consignments must be accompanied by a signed PPQ Form 203 or a vessel report from APHIS.
  11.4 Condition of Entry Treatment: T101-c-3 (Methyl Bromide Fumigation)
