Import Requirements
1 Admissible Plant Parts: Pod
2 Admissible Ports: Ports as Specified in the Import Requirements
3 Import Permit Required: An Import Permit is required. To obtain a permit, go to e-Permits.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Pest Mitigation Strategy: Consignments must satisfy only one of the mitigation strategy options listed below.
6 Pest Mitigation Strategy: Option 1
  6.1 Production Location: Must be grown in and only transported within the State of Tamaulipas, Mexico.
  6.2 Commercial Consignments Only
  6.3 Phytosanitary Certificate: If accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of Mexico attesting to the okra being grown in Tamaulipas, Mexico, and that the shipment has been inspected and found free of pink bollworm, and arriving at the ports of Brownsville, Progreso, Hidalgo, Rio Grande City, Roma, or Laredo, Texas, then inspect and release.

If a phytosanitary certificate with both attestations is not present or the consignment is not arriving at the ports of Brownsville, Progreso, Hidalgo, Rio Grande City, Roma, or Laredo, Texas, treat under pest mitigation strategy option #3.
  6.4 Date Restriction: December 1 through May 15, no treatment is required.
  6.5 Federal Order: Federal Order DA-2019-07 (https://www.aphis.usda.gov/import_export/plants/plant_imports/federal_order/downloads/2019/DA-2019-07.pdf), issued 5-20-2019, effective immediately and until further notice.
7 Pest Mitigation Strategy: Option 2
  7.1 Admissible Ports: All Ports: In States north of the 38th Parallel, except Nevada and California; and including CNMI, U.S. Virgin Islands, and Guam.   7.2 Condition of Entry Treatment: No treatment required.
8 Pest Mitigation Strategy: Option 3
  8.1 Port Restriction: Alabama, Arizona, Arkansas, Florida, Georgia, Hawaii, Louisiana, Mississippi, Nevada, New Mexico, North Carolina, Oklahoma, Puerto Rico, South Carolina, Tennessee, Texas, and any city in Illinois, Kentucky, Missouri, or Virginia south of the 38th parallel.   8.2 Date Restriction: May 16 through November 30, require a treatment from those listed below.
  8.3 Condition of Entry Treatment: T101-p-2 (Methyl Bromide Fumigation) , or T101-p-2-1 (Methyl Bromide Fumigation) Refer to the APHIS-approved facility list (https://www.aphis.usda.gov/import_export/plants/manuals/ports/downloads/national_treatment_facility_list.pdf) for a list of approved fumigation facilities.
  8.4 Date Restriction: December 1 through May 15, no treatment is required.
9 Pest Mitigation Strategy: Option 4
  9.1 Admissible Ports: California: Please see map/visual aid "Okra: Ports of Entry Requirements." (https://www.aphis.usda.gov/import_export/plants/manuals/ports/downloads/okra-map-final.pdf)
  9.2 Date Restriction: March 16 through December 31, require a treatment from those listed below.
  9.3 Condition of Entry Treatment: T101-p-2 (Methyl Bromide Fumigation) , or T101-p-2-1 (Methyl Bromide Fumigation) Require a methyl bromide fumigation using T101-p-2-1 at an APHIS-approved facility (https://www.aphis.usda.gov/import_export/plants/manuals/ports/downloads/national_treatment_facility_list.pdf).
  9.4 Date Restriction: January 1 through March 15, no treatment is required.
