Phytosanitary Certificate:
Consignments must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of the country of origin with an additional declaration stating:
• The peppers in the shipment originate from an approved place of production free of false codling moth, Thaumatotibia leucotreta Meyrick; AND
• The fruit in the consignment was inspected and found free of the symptoms of tomato brown rugose fruit virus (ToBRFV)

ToBRFV Federal Order. This Federal Order has updated the import requirements for this commodity by requiring an additional declaration on the phytosanitary certificate. "Commercial Consignments Only" is already a requirement for this program. Variety-Specific Limitations:
To simplify the inspection, the importer or importer's agent must arrange the consignment by color ("tri-color" is one type of "color"). If consignments are not separated by color, the airway bill or bill of lading will be used to decide what is an inspectional unit.
