The CIR contains current import regulation information for the selected Commodity Import (a specific commodity approved from a designated country, or region, into one or more designated ports). Import Requirements
1 Admissible Plant Parts: Fruit
2 Admissible Ports: Continental U.S. Ports
3 Import Permit Required: NOTICE: program phytosanitary requirements designed for this commodity to meet U.S. entry requirements have not been met. Therefore, import permits will not be issued at this time.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Port Restriction: Do not import or distribute into or within Hawaii, Puerto Rico, or any U.S. territory.
7 Phytosanitary Certificate: Consignments must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of China with one fo the following additional declarations:
•  The consignment requires cold treatment in transit to the United States. The consignment was produced in a pest-free place of production for Bactrocera minax and B. tsuneonis and an area of low-pest prevalence of the remaining pests of concern according to the systems approach;
OR
•  The consignment was produced in a pest-free place of production for the pests of concern according to the systems approach
  7.1 Condition of Entry Treatment: T107-o (Cold Treatment) If the phytosanitary certificate indicates that cold treatment is necessary, verify in-transit cold treatment was successfully applied. If treatment has not been completed or fails, the consignment may arrive in the United States at either of the following locations:
•  At ports located north of 39° latitude and east of 104° longitude
•  At ports with approved cold treatment facilities (https://www.aphis.usda.gov/import_export/plants/manuals/ports/downloads/aphis-certified-cold-treatment-facilities.pdf)

Additional Requirements
10 All consignments must be produced in a pest-free place of production (PFPP) for Bactrocera minax and B. tsuneonis.

PFPPs for B. correcta, B. cucurbitae, B. dorsalis, B. occipitalis, B. pedestris, and B. tau; or determination that places of production are located in areas of low-pest prevalence for these species of fruit fly based on trapping, and in-transit cold treatment as an additional phytosanitary safeguard.

Registration of places of production and packinghouses with the National Plant Protection Organization (NPPO) of China
Certification by the NPPO of propagative material used at places of production as being free of quarantine pests
Periodic inspections of places of production throughout the shipping season

Grove sanitation
Maintaining the identity and origin of the lot of fruit throughout the export process to the United States

Safeguarding of harvested fruit
Post-harvest visual inspection of fruit by the NPPO or officials authorized by the NPPO according to a biometric sample
Cutting a portion of the fruit in the sample to inspect for quarantine pests

Washing, brushing, and treatment with surface disinfectant and fungicide
Possible remedial measures in the event of detection of quarantine pests at registered places of production or packinghouses, or in/on consignments of citrus fruit from China at ports of entry into the United States
