Blueberry (Fruit) from Morocco into Continental U.S. Ports
The CIR contains current import regulation information for the selected Commodity Import (a specific commodity approved from a designated country, or region, into one or more designated ports). Import Requirements
1 Admissible Plant Parts: Fruit
2 Admissible Ports: Continental U.S. Ports
3 Import Permit Required: An Import Permit is required. To obtain a permit, go to APHIS eFile.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Phytosanitary Certificate: Consignments must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of Morocco with an additional declaration stating the consignment was produced in accordance with 7 CFR 319.56-4, and inspected prior to export from Morocco and found free of Monilinia fructigena.
7 Condition of Entry Treatment: T107-a (Cold Treatment) , or T101-i-1-1 (Methyl Bromide Fumigation) , or T101-i-1-2 (Methyl Bromide Fumigation) If the consignment has not completed, has not received, or has failed treatment, it must be treated upon arrival using treatments T107-a, T101-i-1-1, or T101-i-1-2.

For fumigation, the consignment can ONLY arrive at ports located north of 39° latitude and east of 104° longitude.
For cold treatment, the consignment may arrive in the U.S. at either of the following locations:
  • At ports located north of 39° latitude and east of 104° longitude.
  • At ports with approved cold treatment facilities (https://www.aphis.usda.gov/import_export/plants/manuals/ports/downloads/aphis-certified-cold-treatment-facilities.pdf)
8 Production Location: Consignments must be grown at places of production that are registered with the National Plant Protection Organization (NPPO) of the country of origin.
9 Port Restriction: Do not import or distribute into or within Hawaii, Puerto Rico, or any U.S. territory.

Fresh fruit of highbush blueberry (Vaccinium corymbosum L.) and its hybrid varieties southern highbush blueberry [V. corymbosum × angustifolium (V. × atlanticum) and V. corymbosum × virgatum] may be imported into the continental United States from Morocco only under the conditions described in this section. These conditions are designed to prevent the introduction of the following quarantine pests: Ceratitis capitata, the Mediterranean fruit fly, and the fungus Monilinia fructigena Honey ex Whetzel.

During the growing season, blueberries must be inspected in the field by the NPPO of Morocco for signs of M. fructigena infestation 30 days prior to harvest. If the fungal disease is detected, the NPPO of Morocco must notify APHIS. APHIS will prohibit the importation of blueberries from Morocco into the continental United States from the place of production for the remainder of the growing season. The exportation of blueberries from the rejected place of production may not resume until APHIS and the NPPO of Morocco agree appropriate remedial actions have been taken.

Each consignment of blueberries must be treated in accordance with 7 CFR part 305 for C. capitata.
