Import Requirements
1 Admissible Plant Parts: Fruit
2 Admissible Ports: Continental U.S. Ports
3 Import Permit Required: An Import Permit is required. To obtain a permit, go to APHIS eFile.
4 Subject to Inspection: This commodity is subject to inspection at the port of entry and all general requirements of 7 CFR 319.56-3.
5 Commercial Consignments Only
6 Condition of Entry Treatment: Each consignment must undergo a surface sterilization treatment in accordance with 7 CFR Part 305.
7 Phytosanitary Certificate: Must be accompanied by a phytosanitary certificate issued by the National Plant Protection Organization (NPPO) of the Republic of Korea with one of the following additional declarations stating
the citrus in the consignment was cleaned using normal packinghouse procedures or the oranges were inspected and are considered to be free of sweet orange scab (Elsinoe australis).
[Note: the requirement for the phytosanitary certificate and additional declaration does not apply to precleared citrus accompanied by a PPQ Form 203.]
8 Species-Specific Limitations: Limited to the following citrus hybrids:
  • Satsuma mandarin [Citrus reticulata Blanco var. unshiu, Swingle [C. unshu Marcovitch, Tanaka]
  • Shiranuhi [(C. reticulata ssp. unshiu x (C. x sinensis))] x C. reticulata
  • Setoka [(C. reticulata ssp. unshiu x (C. sinensis)) x C. reticulata] x C. reticulata
9 Port Restriction: Do not import or distribute into or within Hawaii, Puerto Rico, or any U.S. territory.

11 Sampling and Inspection Guidelines for Maritime Containers
  • Select 30 boxes from the consignment
  • Select 10 fruit from each box
  • Visually examine the 300 fruit for damage, blotches, signs of disease or decay
  • Cut those fruit showing visual signs of damage
  • Submit interceptions according to established procedures
